case of exports to States which refuse to accept
the importation certificate system until the position in
regard to such States has been further considered.
Mr. Bridgeman desires me to request that you
will bring before Lord Curzon the question of making
Regulations to the above effect, and to express the
hope that it may accord with his Lordship's convenience
to take the matter into consideration at as early
a date as possible.
